USA Cricket: Seventeen hard ball leagues submit attestations in support of ACF

ICC is reviewing the membership claims fo the two governing bodies in USA, according to sources in USA Cricket Association (USACA) and American Cricket Federation (ACF).  

In February of this year, ACF wrote to Tim Anderson, ICC Global Development Manager, requesting ICC to review 'the current governance situation in USA.'  The organization submitted one letter of support along with its petition.

ACF also indicated that it stood ready to submit more letters to the ICC in support of its assertion that it was a credible national governing body.  

By May 6, 2014, ACF had submitted 20 letters of attestation in all including letters from seventeen hard ball leagues stating that they recognize ACF as the national governing body.

According to sources, USACA received a similar request from ICC in March.  When asked for comment, USACA Secretary Mascelles Bailey declined to specify how many leagues supported USACA.  "All I can say is that everything is going according to USACA's plans and we are doing everything that ICC has asked," Mr. Bailey said.

Rule 3.1 in ICC's Associate Membership Criteria and Guidelines states that Associate Members must satisfy the ICC that they are the sole recognized governing body for cricket in the country.

ICC rules further require the following - "The Applicant to submit a letter of recognition from either, the National Government agency/department responsible for sport or the National Olympic Committee. If such a letter of recognition cannot be obtained, a letter from either body explaining the reasons for this will need to be provided. In such circumstances letters from the membership base endorsing the Applicant as the sole governing body will also need to be submitted and may suffice in satisfying this criteria." [Last sentence italicized for emphasis]. 

It is this italicized portion of the requirement that ICC appears to be reviewing in context of USA cricket.  In June of 2012, ICC revoked the affiliate membership of Switzerland after the Swiss Cricket Association failed to resolve its differences with the competing Schweizerischer Cricket Verband. 

ICC is scheduled to meet in Melbourne in June 2014 and it is not yet known whether USA cricket governance would be on the agenda during that meeting.
